T.I.C.S. card as form of restitution and establishing an independant currency for cyber space

Establish a restitution program in the form of T.I.C.S. (Total Internet Commerce Scrip) which is to be in the form of issued cards... similar to debit, though not attached to common currency in the standard manner.

As a simple over view; Restitution is remitted in the form of T.I.C.S. as per each issued card, monthly. This consistency and flow is then used to establish a value base for the purpose of creating a new form of currency.... based in T.I.C.S., which should produce an effective standard that will suffice for the purpose of comparison of values between currency.... for instance between T.I.C.S. and the U.S. dollar.

This concept is not meant to perform as does a standard debit system or credit card.... it is meant to utilize the existing need for such restitution as well as the existing need for a "cyber space" standard.... and of course to address the natural occurring needs within standardized currency and establishing such a thing.

T.I.C.S. cards will be available for the general public as well...though it is only those due restitution in regard to being of decent of the former slave population of the United States, that are "credited" monthly with the established due amount per individual... there in promoting commerce as well as establishing a consistent area for the further development of independent value and interaction of other forms of currency.

Eventually I could see where the T.I.C.S. could be traded as commonly as is the U.K. pound, the U.S. dollar... the Euro.... etc....

Further within such a program, those of such decent could be alloted a monthly amount during childhood in the form of an account which will be usable ONLY for the purpose of higher education...which will expire if not used by a certain time in the recipients life. The unused portions will then "recoup" back into the total sum of the new currencies balances within the T.I.C.S. accounting areas.... with what ever interest has accrued.

There should as well, be some form of "return" from the recipients of such educational funding... perhaps in the form of services and a yearly volunteer program. The education investment potentials should act as an effect on the over all value of the currency as well.
